Chinese propagandists would seize on this opportunity to divert international attention away from sovereignty claims. They would muddy the water by claiming that Vietnam was the aggressor. China’s intent is to intimidate Vietnam into backing down or to provoke it into taking an action that would divide the other ASEAN members. Vietnam is the victim, it must be careful not to take steps that make it “the problem.”
